RESPONSIBILITIES
  1. COMMUNICATION: Notification to all concerned authorities must be made by the fastest available channel of communication. In US waters, the Master must notify the USCG National Response Center, Vessel Qualified Individual and USCG COTP within 30 minutes after a contingency situation has arisen.
  2. CONTAINMENT TEAM: Carry out emergency containment procedures to stop or minimize the pollution using pumps and valves to reduce outflow and sawdust / sorbent mats to prevent oil going overboard. Where oil has spilled into water, all efforts must be made to limit the extent of the spill by rigging around the ship temporary booms made from old mooring ropes or such other item.
  3. CLEAN-UP TEAM: Carry out emergency clean-up procedures using all available material on board (portable pumps, absorbents and other pollution prevention equipment). Chemicals should only be used after obtaining approval of the local authorities.
