What is COW requirements/ regulations as per MARPOL?

As per MARPOL Annex I, Chapter 4, Regulations 33 COW Requirements

Crude oil washing requirements

Every crude oil tanker 20,000 t dwt and above delivered after 1st June 1982, shall be fitted with a cargo tank cleaning system using crude oil washing.
Administration shall ensure that the system fully complies with requirements of MARPOL regulations within one year after the tanker was first engaged in trade or by the end of the third voyage carrying crude oil suitable for crude oil washing whichever occur later.
Crude oil washing equipments shall comply with the safety aspects.
