What is ODMCS or Oil discharge monitoring and control system regulation as per MARPOL?

ODMCS (Oil discharge monitoring and control system) regulations:

Oil tanker 150 GT and above, It ensures that any oily mixture discharge into the sea after passing the system has an oil content not exceeding 15 ppm.
It is also to be provided with alarming arrangement & automatic stopping discharge system.
When the oil content exceeds 15 ppm the oil shields discharged by the system is not to be seen by visible eye.
Oil tanker 150 GT and above shall be equiped with an ODMCS approved by the administration
