What are responsibility of second engineer as per SMS or safety management responsibility?

Member of the Safety Management Team, Safety, Health and Environmental Committee and belongs to management level.
Reports to : The Chief Engineer Officer.
Supervises : 3rd Engineer Officer, Electrical Officer, 4th Engineer Officer, other Engineers of operation level, junior operation level and engine trainees, ratings of support level.
Responsibilities : The 2nd Engineer Officer is the first watch-keeping engineer.

The safety management responsibilities of Second Engineer Officer include, but are not limited to, the following:

  • Familiarise himself with the procedures of safety management system and comply with same.
  • Compliance with the company’s documented safety and security procedures.
  • Directly responsible to the Chief Engineer Officer for efficient and safe operation and maintenance of all machinery on deck in the engine room and pumproom.
  • Watch keeping duties at sea.
  • To plan, allocate and supervise the work of all Engineers, electrical Officer and engine room crew.
  • Preparation of work specifications for engine department repairs and dry-docking and supervision of repairs.
  • To maintain all engine room fire fighting and Safety equipment in working condition.
  • Advise Chief Engineer Officer fully of all details of engine room maintenance and operation on a day to day basis.
  • Maintain cleanliness of all machinery spaces.
  • To test all controls in engine room and steering gear before departure and arrival in port or anchorage.
  • To carry out the manoeuvring of the main engine.
  • Indenting, safe-keeping and inventory control of instruments and tools, stores and spares required for use.
  • To operate various machinery and equipment as per instructions of the spill co-ordinator under SOPEP.
  • Compliance with the company’s documented safety and security procedures.
  • Carry out emergency duties as per emergency response procedures.
  • Assist Chief Engineer Officer for preparing reports and returns as per company’s procedure and maintenance of records.
  • To comply with applicable rules of STCW Convention.
  • To prepare handing over notes along with handing over report while signing off the vessel.
  • Carry out risk assessment in compliance with SMS.
  • To acquaint himself and prepare for the rank above.

Has the authority to identify and report non-conformities and near misses/hazardous occurrences and as per procedures defined within this Safety Management System.
